إذا عُقدت القمة بين نتنياهو والسيسي هذا الشهر، فينبغي على واشنطن أن تحث الزعيمين على التعامل معها باعتبارها نقطة انطلاق لعملية ثلاثية منظمة بشأن غزة، لا مجرد لقاء رمزي عابر.

تحقيق الاستقرار في غزة يتطلّب وضع قواعد دقيقة لنزع السلاح، ورقابة مستقلة، وجهوداً من مصر وقطر وتركيا لاحتواء تذبذب "حماس" بين المرونة والتشدّد.

بينما تعيد "حماس" تجميع صفوفها، يتعين على المسؤولين الأمريكيين المساعدة في صياغة لغة محددة تمنح "مجلس السلام" صلاحية الإشراف على إدارة تكنوقراطية وقوة استقرار، بهدف ملء فراغ الحكم والأمن في القطاع بسرعة.
