J. Thomas Manger has served as chief of police in Montgomery County, Maryland, since February 2004. A member of the board of directors for the Major Cities Chiefs Association, he previously served as chief of police for Fairfax County, Virginia, where he was credited with reorganizing and expanding the department's community policing efforts.
