Ambassador James Dobbins is a senior fellow and Distinguished Chair in Diplomacy and Security at the RAND Corporation. In addition to serving as assistant secretary of state for Europe and ambassador to the European Community, he was appointed special envoy for Afghanistan and Pakistan, Kosovo, Bosnia, Haiti, and Somalia in the Obama, George W. Bush, and Clinton administrations. In June, he and Zalmay Khalilzad coauthored the Washington Post op-ed "Before Obama Leaves Office, Here's What He Should Do About Iran."
