Carter Burwell is counselor to the secretary for terrorism and financial intelligence at the U.S. Department of the Treasury. Previously, he served as chief counsel to Sen. John Cornyn (R-TX) on the Senate Judiciary Committee, where he focused on national security and criminal justice issues. From 2007 to 2015, he was an assistant U.S. attorney for the Violent Crimes and Terrorism Unit in the Eastern District of New York and the National Security and International Crimes Unit in the Eastern District of Virginia.
